Indicates whether the specified row/card is the New Item Row/Card.

#Remarks
The new item row is used to enter a new record within a View. The handle of the new item row is identified by the static GridControl.NewItemRowHandle field. For more information on row handles, refer to the Rows document.
For Grid Views, the new item row can be displayed by setting the GridOptionsView.NewItemRowPosition option to NewItemRowPosition.Top or NewItemRowPosition.Bottom.
If the new item row is hidden within a Grid View or Card View this row will be displayed when the ColumnView.AddNewRow method is called or the “+” button within the data navigator is clicked.
