TreeViewControl.AllowSortedDataDragDrop Property

Gets or sets whether a user can drag and drop sorted data. This is a dependency property.

The sorted TreeViewControl does not allow users to drop records:

When you set the AllowSortedDataDragDrop property to true, the TreeViewControl allows users to move a sorted record, but not within its parent node:
