End-users can define custom colors with the color picker, which is accessible via the corresponding button. The color picker’s accessibility is controlled by the AllowEditColor property. Set this property to False to disable both the “Define Custom Colors >>” button and the color picker. In addition, the Options.ColorPicker.DefaultVisible property controls whether the color picker is visible on invoking the color editor dialog.

The default value of the AllowEditColor property is True.
