Remarks
When the AllowShowingWhenPopupIsOpen property is set to false, a Ribbon mini toolbar acts like a popup menu: it is closed when any popup menu is opened.
To simultaneously show a popup menu along with a toolbar, assign this popup menu to the RibbonMiniToolbar.PopupMenu property.
