Identifies if the authorization agent has a valid account access token.

Remarks

This function returns True if the authorization agent currently has an online account access token whose expiration time has not passed yet; otherwise, False.

The ValidateAccessToken procedure calls the IsAccessTokenValid function internally to identify whether to call the RefreshAccessToken function.
