Remarks
This function returns True if at least one of the following conditions is met:
A DevExpress VCL control instance passed as the Target parameter matches the Control property value;
A DevExpress VCL control instance passed as the Target parameter is focused or the action object does not require focus.
Otherwise, the HandlesTarget function returns False.
