Enables you to respond to starting a value transition animation sequence.

Remarks

This event is fired before the beginning of a value transition animation sequence (i.e., in response to changing a scale’s value while the OptionsAnimate.Enabled property is set to True).

The Sender parameter specifies the quantitative scale whose value pointer (needle or level bar) is animated.
