Boolean	true if selection dependent Actions are visible if no items were selected; otherwise, false.

Remarks

If the EnableDefaultSelectionDependencyType property is set to true, the selection-dependent Actions (whose Action.SelectionDependencyType is not Independent) are visible, but not active.

If the EnableDefaultSelectionDependencyType property is set to false, selection-dependent Actions are visible when the current List View has at least one selected item.

If you set the FrameworkSettings.DefaultSettingsCompatibilityMode property to v21_2 or less, the EnableDefaultSelectionDependencyType property value will be set to false.

Change the EnableDefaultSelectionDependencyType and FrameworkSettings.DefaultSettingsCompatibilityMode property values in Program.cs file.
