Annotation.RuntimeAnchoring Property
Specifies whether it’s allowed to re-locate the annotation’s anchor point at runtime.

Remarks
When the RuntimeAnchoring property is enabled, at runtime, the annotation’s anchor point displays a handle that can move it, using the mouse.
