Remarks
Clicking the Customize button invokes the Customization Form. If the button is hidden, the Customization Form can still be invoked via a specific shortcut. To prevent an end-user from activating the Customization Form via the button and shortcut, use the LayoutViewOptionsHeaderPanel.EnableCustomizeButton property. See this link to learn more.
