Specifies whether users can use the mouse wheel to zoom the chart. Applies only if zoom is allowed for the argument axis (BootstrapChartZoomAndPanSettings.ArgumentAxis is set to true) or value axis (BootstrapChartZoomAndPanSettings.ValueAxis is set to true).
