Use the CreateDefaultRibbonTabs method, to manually create a default set of Ribbon tabs within the HtmlEditorRibbonTabCollection.

Custom tabs can be added to the ASPxHtmlEditor.RibbonTabs collection using the collection’s HtmlEditorRibbonTabCollection.Add method.
